Enemies with skulls (The Witcher 3: Wild Hunt)

Took the order - Without a trace(32 blue exclamation mark) (last order)
opened question marks, so the enemies are all there with skulls 34-36 level. The Witcher 27. Where did they come from? and so all the remaining questions - as it should be? The main task has not yet passed.
