Bought a new vidyahu 1060 . Help .The issue with the settings =)

I bought a new graphics card . 1060 msi Nvidia 3gb
8 GB of RAM .
the old processor fx6100
win 10

and things get weird .
Sticks interface . Ie as if I can't click any icon on the table . But pressing Windows or alt + tab it gets back to normal . Everything works . Then opening a new window what is underneath is not active the mouse nor click any to select .
I assume that something is included in the NVIDIA settings .
I note that the old r7360 this was never .
Help who than can =)
ps I'm not a noob . But I see this for the first time . Windu rearrange not hunting
