Modifications for gear (Just Cause 3)

Just started to play and the question arose - to get modified, we need gear to get gear - you pass the test, right? Or is there another way to modification(gear)? And why write to get this modifier should be 7 gears, but in any trial after the maximum of 5? How to understand this point?
