For every cracked and legit users, the fix is this: Install a program called GTA IV PRO FIXER, then open the .rar file that you downloaded, then put the GTA_IV_PRO_FIXER.EXE file into your game directory, run the program as an administrator, click on "black screen problem fix", then run the game and you're good to go.
