30 fps - is it possible to unlock? (Dying Light)

Hello, when you first start in the settings was disabled vsync after turning the game went to the window, turned on in the settings for fullscreen launch
turn on the lock at 30 fps when looking vertically into the sky 60 fps.
If you minimize the window, then expand the fps gets a little more alive
(jump from 30 to 60). Is it possible to achieve a free fps

It does not lock the fps, it's just such optimization of the game. Turn off the Vert. sync in the game settings and turn it on in the Nvidia control Panel and the game will be a bit more cheerful. Or you could disable the plane. From the gaps and lanes pictures if you disable the rifle and will probably help the run window.
