Suggest to add to the question a screenshot, because the Park is big and the characters in it a lot - nobody will understand about which of them talking.

Most of the problems: see the passage under the ground... If it's hidden LEGO grass....

if you're talking about a character similar to Dr. doom look for it near the statue of Stan Lee

in short go around from all sides of the stone on which stand the statues of Stan Lee and with one side of the passage is overgrown with bushes, they need to break, go inside, destroy the gold and silver walls and let Dr. doom to give energy to specialnye things : one right above you, the other two walls(gold and silver).
