When you move any window dramatically increases CPU usage
Noticed a problem when Windows Explorer or any other drag on the desktop the CPU usage increases from 5-10% to 70-80% . I think this is not normal, I wanted to learn from you. I'm not a great computer genius, so it's hard for me to talk about it.Driver chipset, none are, all of them regulations (well I think)
I noticed that the iron I have is not top-end)
Can I have some drivers missing ? or something else not installed help who knows what's going on???
thanks in advance)

It is normal if the processor is very weak, especially if single core or something.

I have 4 cores, you start to twist the window and load with 0% increases to 25%, so You're fine. The computer does not try to score all sorts of mailru and other apps in the background eating CPU.
