Can't create a character or download (Dark Souls 2)

Then tried to create a new character and again the same error. Then in the main menu writes that the solution was made incorrectly and the problem with the outposts, but the character is in the list. Reinstallation did not help

the saves are kept on disk. probably get hit, hard, like fray. Urgently to run the tests, copy important info. backup saves apparently not?
