It's not clear, saves don't work at all or downloaded saves don't work? In the first case:
Run the game as an administrator.
Check that there are no Russian letters in the path to the game and to the My Documents folder, the computer username in English.
Try compatibility modes with previous Windows.
Write the installation folder without spaces.
Download another repack.
Disable your antivirus.
