Very low weapon damage (Fallout 2)

Recently passed 1 fall and there was no hardcoren. Firearms pumped up to 105, but the damage from the gun 10mm paint only 1хп though Gekko, though bandits, saves only a rare crit, and the same bandits and other NPCs cause a 5-12 damage from the same weapon. has the advantage of accuracy, but there is only 30% reduced damage and it is roughly 5-12 3-8. Question: this curve is a copy of the game or how it should be? Noticed when I passed the test that the spear damage is applied first, 3-14 damage, adequate and in the end of the test is minimal.
