Low FPS and GPU LOAD 100% (The Witcher 3: Wild Hunt)

It is obvious that chela laptop,graphics cards with the prefix m means mobile,tobish laptop,percents, too
When the game is not running, nothing loads the CPU or video card. Dr. Web Curelt did not find anything. Checked process explorer, ships only GP witcher3.exe
