NG+ Blood and Wine (The Witcher 3: Wild Hunt)

I re-pass the Witcher mode NG+.
the question is - can I start the DLC Blood and Wine in mode NG+ after completing the main game and DLC heart of Stone? Whether the level of the enemy is in accordance with NG+ ?
