Fiber optics from Rostelecom in the private sector

Does anyone know Rostelecom connects to the Internet via optical fiber(i.e. PON) in the private sector? And I 2 years ago I sent the request for connection,and then Rostelecom rejected me as not technically possible.While 3-5 years ago in the villages and in the villages of Rostelecom underground fiber optic wire laid and connected by the private sector,and IN the CITY(CENTER CITY) can't build a cable and connect!
