How to terraform the planet to a perfect world (Stellaris)

To stellaris v 1.3 added the ability to terraform the planet to an ideal world, but the problem is that this requires 20000 energy. Does anyone know how to increase the number of allowable energy to 20,000?
PS I Have been able to increase only up to 10000 with all of the research and fully captured by the galaxy

up to 20K in any way, you can price throw by 25% for each resource is terraformer. gas and liquid PS terraforming of the planet is unrealistically long 50 years and resources to save 20 years to complete 10K
