PLEASE HELP ME!!! 1080ti ichill x3

Hello , help to understand.
Bought with it 1080ti ichill x3 works great but after turning off the computer to enable the desired power off and immediately including ( in my case UPS) quietly switched? BP evo700w
(or simply does not respond to the power button)

anything not clear from where the power goes out
but maybe it's somewhere in the circuit occurs and the PSU does not start
and something similar have happened to me after I managed to restart the PSU. for a time he also did not want to include the pitch
