How to play on this config? (Just Cause 3)

AMD Phenom 635 3.02 GHZ
Nvidia GTX 650
4 GB OF RAM
Even on minimum settings in window 640x480 severely laggy and impossible to play.What to do?Played in Fallout 4,the Witcher,GTA 5 and AC Unity even on this PC,and normally went.What to do?

Bought 2 GB of RAM,lag is almost stopped.But still there are small friezes.How to get rid of them by the way?Because now my PC meets minimum requirements
