Shockwave all the more interesting as design and character, and his voice in Transformers: Fall of Cybertron stresses the impartiality and lack of visible emotion.
Soundwave. Very discreet and quiet. As someone said, it seems never in a hurry, but time everywhere. (C)
On the surface it seems quiet and modest, but in fact he is perhaps one of the most cunning and treacherous Decepticons. The only difference is that cleverly hides his feelings and thoughts from others (and likely knows a lot about the other Decepticons).
Has good skills - intelligence and espionage (and in the games yet and skilled technician that is also a plus), is therefore a useful member of the Decepticons.
Like its physical design, which is dominated by dark blue color, as well as the fact that his face covered by a mask, because the faces of Soundwave no one saw (this adds suspense and mystery). And of course, the possibility to rebuild as a transport and a player (lol).
With weapons, of course, not so elegant, but it is understandable - Soundwave rarely engages in open combat (specialty other), and therefore have super-weapons it to anything.
But I especially liked his voice, which is more like not even human or transformer, and some AI (processing really like). So... completely automatically the voice, in which no emotions, no feelings, nothing. Only the dark sound. Cool, in General.
Well, we should not forget that Soundwave carries around a small Kasetnikov (worthy of a separate discussion), which may at any time call to his aid in battle or production of any evidence of espionage. A kind - the walking Barack. :D

The only thing that saddens me is that to play for Soundwave's give very little. In WfC, FoC what - if will be possible, short. But sorry... I want more. :(
