How to build oil rigs? (Sid Meier's Civilization 6)

Level of progress allows, the workers have grey (long time) icon building tower. I understand it must be in some special place to build?

Well, it is logical - we should build on oil fields. As with all strategic resources.

You need to build with working in the appropriate field resource.
