Elgaroy plant. (Stellaris)

Faced with a problem: can't build elgaroy plant. The resource is there, but the menu structures of the plant itself is not. Watched in the capital and in the capital.
Maybe divine mandation it is impossible to build a plant?

Encountered. I am a materialist, never found the option to build guaranteewho plant, although the resource is there. Perhaps this is the problem with all ESTs.

With patch 1.3 (Heinlein) has changed the mechanics of strategic resources. Now they give bonuses just for the fact of owning them.
