The wiki stated that the games publishers 2K Games and Take-Two Interactive. Previously they denovo not stuck in your game, the last one was XCOM2 from them and denovo was not. So you have to watch. But if stuck in a civilization, keep - next in the queue will be mafia 3.

As for me, to publish the game also is not a very easy task. People need to understand that everybody wants money and this is logical.
