The black bar at the top of the screen (Dead Island)

Hi all. Today on Steam I bought the game Dead Island: Riptide Definitive Edition.

In the game set resolution as 1440x900, but during the game ONLY at the top there is a black stripe (see photo).

In Steam I have configured the FPS and, as seen in the first screenshot - FPS appears below the black strip, and hence, probably, the problem is not in the game, though, then what else? Because with other games everything is in order.

Also, when I'm playing and get notifications in Steam (messages, invitations, opening of reach) — all these notices are also displayed on the side (see second photo). How can I fix it?
