When the DLC comes out Вlood Ties on a PC?? (Rise of the Tomb Raider)

I have season pass, will I get this DLC for free? And where is it anyways? When will it be on PC? The incentive is it's not even on PS4 and 20 years Celebracion comes out tomorrow!
