The trees glow with a white halo in the rain (Mafia 3)

This used to be a bug or many such? Once the rain + the night, the outlines of all the trees circled as if something white and glowing! On wires the same nonsense! As if they become neon and from them comes a white glow. Confirm who is, may I have the artifacts or what is a bug light?
