Resort world (Stellaris)

Can't turn the planet into a resort world.

The technology studied, the planet is larger than 15 picked up, all areas and buildings were removed, but the list Solutions to the point of turning the planet into a World resort appeared.

What else do you need?

UPD: to turn the planet into ecumenopolis and prison settlement can. The problem is with the Spa world

Really just on the planet there should be no buildings do not areas,well in addition to the main administration building, then be able to turn into a resort planet. Demolished all the buildings and all)

...the impression that there is some condition on the planet resorts, was only one. And it was terraformed, after that perfect world.
