This can be corrected. The point is that in the game you have normal fps and when the cut-scenes (replays, etc) is truncated at 30 and you think that buggy.
In the control panel of NVIDIA turn on vsync, but the fify put a limit on fps.

In the same file found the following line VSyncEnabled = 0. I understand this is the vertical sync, but when I put 1 then start the game again the value changes to 0. That is, the game disables Vsync. As it generally include ? Using the Nvidia control panel includes, but is changes nothing.

I have the same problem, both on PS4 and on PC, freezes and bugs with replays of penalty etc(FPS sags in particular) need to peck developers or wait for the patch!

I agree! Also PS4 , drawdowns are often still particularly when you rebound or sharp pace when moving the camera ,some nonsense ,even eliminate this crap !
