Performance issues (GTX 960)

Hello, please help with this problem, it is that the graphics card is not very stable, FPS jumps all games are very much video card can't work at 100% more than a second or two. This problem can be perfectly noticed when viewing the temperature graph during the stress test FurMark. The screenshot I attach
