There was nothing. And it was too expensive. Now, years later, there is a renewed flight plans to the moon.
SpoilerPermanent station on the moon, we plan to create by 2015, and by 2020 could begin commercial production on the Earth's satellite for rare isotope - helium-3 - said Nikolai Sevastyanov, the head of RKK Energy.
China plans manned flights to the moon around 2020[17] and the construction of a lunar base by the year 2050. Here you can believe it. Now, the Chinese orbital group of satellites is superior to the Russian. China is now the only power with its own space station in orbit.

Just our spaceships can not get off the ground. Ten years of their building and then they explode and not breaking away from the planets)

It is expensive, sverhdorogo. And a special meaning it seems not. Not to the moon until humanity with enviable persistence destroys itself.......

Here you would have agreed to refuse from much in life. From the computer, the opportunity to buy something new, the opportunity to take a girl to the movies - and all for the sake of a couple of people walked on the moon and turned the stones would be there? And all your family, all your friends would agree? I think not. So why not spend the money to travel to the moon.
Now mankind has become richer and have the opportunity to explore space more seriously.

No, it's just Medvedev said that there is no money, and therefore no moon. Easier to steal than to the moon fly

The meaning is. The nuclear tests.

Where? On the moon, where some physical parameters like gravity (and indeed the whole ballistics) are different from the earth? And for what purpose, to fight with the Empire Loonies?
