Problems with steam games

Overall a very strange problem. Recently changed vidyahu with radeon rx 460 gtx 6Gb 1060 (PERC i5 6400) and immediately reinstalled Windows, then in the steam games have not played since started to run the Witcher 3 (the pirates, because the homeless). So the Witcher was on all ultra and even with nvidia hairworks at a stable 60 fps, after it decided to play in GTA 5. Downloaded it and went online, but realized that fps some smallish, namely 40-60 and sometimes even with drawdown to 20. Started to change the graphics settings, but fps is almost unchanged(just 2-3 frames). Then read the ' net, but no solution found. Scored every 2 weeks. Then friends invited me to play Starbound. The game is not demanding, but go for 30-50 shots, and again with the subsidence. Decided to download this Starbound pirates'and about a miracle! She just flew. And this problem is only with you games, other pirates or the game in origin etc. flying without problems. Help who knows as it to solve.
P. S:steam and Windu have already re-installed.
