Raising the level of buildings (Anno 2205)

Can't raise the level of buildings,but all the conditions are met,writes just (Conditions to improve-there are no buildings of this type).What mechanics increase the level of buildings?Thanks in advance for the answer.

What do you mean?How much you need to improve the building to operators,if all conditions are met (Workers-operators and more..)

well, specifically I don't know if all needs met some needs increases if enough layers for the upper strata of the society can not exist without workers... But in General I can look at my video the truth is there in quick Promode but I hope will help. at 21:18
