Soap and again in the textures (Fallout 4)

Again the problem with blurred textures. Repak from Catalysts. Play on low-medium, only textures in the launcher put on high, but still some sort of porridge. What can be this: one thing clear (for example a postal box or a poster) and another by the same turbid and is an ugly path with no textures at all. I think everyone know what it was about, and the screens can not apply.

Put the fix blurry textures - the effect is only half, although I helped completely.

There also is downloaded from the Internet prefs ini edited to add FPS, maybe it is, but without it fps is low.
What else can I do to have all textures have been equally clear throughout the Commonwealth and both DLC?
