Can't call transport (Horse, camel) (Assassin's Creed: Origins)

Can't call my transport (horse, camel, unicorn)
I press as usual q (call transport), the character only whistles, and there is no transport.
Help the plis.
Tried to buy a new transport (horse) three times, does not resort to pushing q.
I can only steal horses from stables, or from rivals.
