Travnik's ability is not active (The Elder Scrolls 5: Skyrim)

I have a level of alchemy - 82, the challenges of this ability "Experimenter" and "Laboratory Rat" are active and open. And for "Travnik" you need a level - 70. But it burns red and I can't activate it. What could be the problem?
