Performance issues (Grand Theft Auto 5)

In GTA 5 settings by way do not affect the FPS counter in the game. That's at a low 30-40 frames that's on high.
For example, if you turn on the SMOOTHing of MSAA to the max. then FPS decreases by only 3-5 frames. At the same time, RDR 2 on medium settings is stable in 45 frames. Is there anything that could make the FPS higher?
