Very strange problem in menu (Fallout 4)

The menu looks like this
Download
New game
Settings
Etc.
I have toggled through one line, i.e. to Upload the Settings.
The game included a gamepad and can't switch to keyboard + mouse .
Verify the integrity of game files does not solve the problem. How can I fix it ?
