Perodogly progates (Call of Duty: Warzone)

At 3:57, 4:12, 4:24, 4:38 and so on until the end of the video. What could be the problem?
Proc i9 9900k, Palit rtx 2080 ti oc, 32 gb ram.

In the game, the settings are at a minimum. Drivers have been updated.

At a minimum, even in the CPU temperature menu, GPU 80 is not normal!
I have at 7700k GTX1070 more than 60 at the same pace do not rise the ultra settings in the FHD.

Other games are norms. On stress tests chased, nothing unusual. percent was a maximum of 90. The video card above 82-83 did not warm up.
