Where and how to use "Improving Skills" (Genshin Impact)

There are objects, several different kinds.

It is written that to improve skills, but I can not improve any skills with them!

In the character's menu - skills, there to improve you need on my 2 resource. And you can improve on my 2 ur. character and 4th. It says everything if you click on the skill.
