Not really, I have a graphics card just from the AMD Radeon 7xxx series, and it only supports the DX 12 API and it's just dx11_1 and Death stranding needs support at least dx 12'0, it all these cards do not support, but by some miracle through Linux they work even on the DX12 API.

After installing the game from the hatab (i.e. hacked) issued the same error. I don't know, I did everything on video and the whole game started.
I don't know if the graphics card model is important for this fix on my GTX 960M.

There you need to download the iso file to mount (on windows 10 just open or open with winrar) and copy the files that are there in the folder with the game (I have a hacked version of the hutab I copied into the folder with the game, asked to replace I agreed) and run the game on behalf of the administrator.
