100% offline CPU load. (Dark Souls 2)

Good all day, faced with this problem: offline game processor loads 100%, there are creepy friezes, lags, but FPS is stable. This is a problem in both the original and the "school of the edishen." At the same time, the online load of the processor is no more than 20% and no drawdowns and friezes. Both games are licensed by STEAM. No one's ever seen anything like this?
