Is AI in MDE dumber than in the M3? (Mafia: The City of Lost Heaven)

Is there any intelligence fix for cops? They are so stupid that they can't chase or bypass the shelter, even if you can see it. Thought it was an isolated case, but it turned out to be a pattern in behavior, shoot and can not get.
