Machine change mode in the Shelter of the Saints (Saints Row 2)

"Now you have access to the latest pumping of gangster cars. Enter it through machine-changing mode in the Shelter of the Saints."
I understand that it's possible to tune gang cars through it, but how?
There is nothing like this in the clues, all the shelter was ennobled - found nothing, and the mechanics only machines tuned.
