For those who rebuilt the settlement and do not know what to do with Valka, I was helped simply by further completing the tasks along the main line, reaching the liberation of East Anglia with the crowning of Oswald and the wedding. If only to somehow move Randwy out of her den. After this task, teleport to your settlement, but do not report it to Randvi. She should stand near the throne in the main house, where 2 characters are still arguing. Just go and complete the "Wise Girlfriend" quest. It helped me personally, all the good game <3
PS between Valka and Randwy no dialogue will take place, she just will not go to the right side, where she gets stuck, but immediately to her house.
