I had the same with another Nps. He was not engaged in any other occupation, the quest led to him, but he was cold and wrote off the standard phrases. I just scored then on this quest and left the game, and after a couple of days decided to try again and everything worked out.
p.s. to approach the Nps in different game times tried, then it did not help.
