The crux of the problem: settings are at maximum except hd textures. Lock fps and vertical synchronization. FPS in the area of 45, the load on the percent in the area of 90-100%. Lock and v-sync cleaned, in the manager of tasks high priority set, settings gradually decreased (especially smoothing and voluminous fog), but the pfs are fixed only if all the settings fly to a minimum and then up to 55 drawdowns are. Changes in individual parameters do not change anything. Interestingly, when winding down the game and entering the task manager, while not changing anything, on returning to the game I will see an increased load on the GP, a reduction in the load on the tes and a stable 60fps for half a minute, after which the situation returns to the original - 45 and below the phps.
The question: iron should pull, how can remove the load of tep and provide 60 fps without resetting on the minimal.

If the game eats CPU, then probably with RX588 should eat then
