Which file spells out the path to saving (Terraria)

Vin 7 by default costs User/My Documents/My Games/Terraria where is it spelled out where can this path be changed? if you need to change what to downloads/Games/Terraria

You can add "-savedirectory C: Terraria" or any other way. I'm holding 1.3 and 1.4 in parallel.
