How to connect a cosplayer? (Death Stranding)

Passed the plot, performed the task to deliver a sewing set cosplayer, then continued the passage. After a while from the cosplayer's guy came a letter "bro, come at least now, connect us to the UCA", I read it and put the connection in a long box, continuing to pass the game further.
Now that I'm on the plot in Chapter 5 (at the point where I need to reunite Mom with Lockney), I decided to connect the cosplayer and came to her. No points in the terminal are available, you can only choose an order for delivery.
Did I miss something or stupid? Will anyone tell you how to connect this survivor to the network?
