I can't find a Hrothgar leveler. (Assassin's Creed: Valhalla)

He scoured a bunch of guides, traveled far and wide all his habitat, but never found. I've been looking for a week, tried to wait for him near the synchronization point for about 4 hours, but he never showed up.
Any details where it can be found most often?
