The question is still relevant, none of the methods helped. Steam version, I play with English voice acting and Russian subtitles. Each time you re-enter the game, Russian subtitles are reset to English.

Along the path C: Users username AppData Roaming Goldberg SteamEmu Saves settings, open the language file and change the language to Russian. I did so, went into the game, it was in English, put everything in Russian, after that it didn't fly anymore

I tested a pirate yesterday, everything worked for me. The saves were from 1.03. When I launched 1.04 I was surprised that I didn't need to get off English. Then I launched 1.03, and lo and behold: the same thing. I had two pirates installed yesterday. to put again 1.04 for this proof?

whole thing turned out to be in the steam launcher, which overrides the language setting

Nobody forced you to buy. I could smell the pirate first, and then decide if you need it. I had better not touch it with my confing. and spat on it until better times. Personally, it pisses me off that I can't play on the RX588 at high FHD.
