Vertical sync not working (Call of Duty Black Ops: Cold War)

The game has vertical sync enabled, but gaps are still present, as if not enabled, moreover, through the Nvidia control panel, I enabled vertical sync for cold war. sync pulse but still doesn't help. What could be the reason?
