Puppet Passions (Cyberpunk 2077)

According to the quest puppet passions, you need to meet with Judy on the balcony of the "Clouds" early in the morning. The problem is that the goal leads on the roof to a staircase with which there is no interaction. There is nothing to do with the stairs, the hero cannot climb it. What is the matter how to fix it ?
