Online (Forza Horizon 4)

Confused by this footnote. On PC if you buy any edition, it is possible to drive online without any passes? And is there a server in Russia? and then I have trouble with ping.

take the probe of a game pass for a week, download Forza and check if you are OK with the connection and whether to buy the game...
Found same problem on an empty place.

And Yes, the PC no subscription necessary, just purchase the game in any edition.
